New EIS grant: up to €5,000 for business software adoption

EIS has opened a new digital grant covering up to €5,000 for business software adoption or integration costs. The grant is best suited for smaller, concrete digitalization steps.

The Enterprise and Innovation Foundation (EIS) opened on 4 March 2026 a software adoption and integration grant to help Estonian businesses take their first steps towards digitalization. The total budget is €1 million and applications are accepted on a rolling basis until the budget is exhausted.

Key conditions:

  • Grant amount: €2,000 – €5,000 (up to 50% of eligible costs)
  • Covers adoption of new business software, integration of existing solutions, and digital advisor services
  • Engaging a digital advisor is mandatory (up to 50% of the grant amount)
  • A company representative must have completed the free e-course “Ettevõtte digitaliseerimise koolitus” on the Digital State Academy platform
  • The company must use e-invoicing or adopt it by the end of the project
  • Project duration up to 18 months, deadline 31 August 2029
  • The grant is paid out as a lump sum after the project report is approved – no cost or payment documents need to be submitted

Who is this grant for?

Considering the maximum grant is €5,000 and up to half may go to the digital advisor, this grant is best suited for smaller, concrete digital steps. For example:

  • A small manufacturing company looking to implement warehouse management software and needing help with setup
  • A service company wanting to integrate its accounting software with a CRM system to reduce manual work
  • A company switching to new project management software and needing guidance on choosing the right solution
  • A retail company looking to connect its e-commerce platform with its business management software

This is not a grant for large-scale software development – rather a good opportunity to take a specific first digital step with the support of a professional advisor.

The Estonian Unemployment Insurance Fund (Töötukassa) reimburses employers up to 80% of employees’ ICT training costs – up to €5,000 per employee. This is a great opportunity to implement the recommendations in your Digitalisation Roadmap and train your employees to use new IT solutions.

The Estonian Unemployment Insurance Fund (Töötukassa) reimburses employers up to 80% of employees’ ICT training costs – up to €5,000 per employee. This is a great opportunity to implement the recommendations in your Digitalisation Roadmap and train your employees to use new IT solutions.

We have prepared Digitalisation Roadmaps for many of our clients, outlining recommendations for adopting specific IT solutions – whether it’s an ERP system, 3D design software, a BIM solution, a data analytics platform, an AI-based tool or another digital solution. However, there is one step in implementing the Roadmap recommendations that companies often underestimate: training employees to use the new solution.

This is where the Unemployment Insurance Fund’s training support for developing employees’ ICT skills comes in. The Fund reimburses up to 80% of training costs, up to a maximum of €5,000 per employee over three years. This is an open-ended programme – support can be applied for on an ongoing basis.

What types of training are eligible?

The support covers all ICT-related training that helps employees learn to use new software or digital solutions. For example:

  • ERP system (e.g. business management software) implementation training
  • 3D design and engineering software training
  • BIM technology training in the construction sector
  • Data analytics and business intelligence tools (e.g. Power BI) training
  • Artificial intelligence (AI) application training across various sectors
  • Other sector-specific IT solution training

These are often the very same solutions recommended in your Digitalisation Roadmap.

Key requirements

Training support can be applied for by private companies, sole proprietors and local government institutions. The application must be submitted via e-Töötukassa before the training begins. The total training volume must be at least 50 academic hours and may last up to one year. The employee’s employment contract must be indefinite or valid for at least six more months. The company must have paid unemployment insurance contributions for at least 24 months within the past 36 months.

In addition to training costs, it is also possible to apply for support for the time an employee spends in training, at the minimum hourly wage rate.
